Prudence Foundation and CSR Asia launch Exposure Paper on Disaster Preparedness and Recovery in Asia

22 July 2014, Manila- As communities throughout the region prepare for approaching seasonal floods and storms , recovery efforts are still under way in the Philippines where typhoon Yolanda (international name: Haiyan) affected more than 14 million people, shattered livelihoods and destroyed crucial public infrastructure in November 2013.

To discuss the key issues around effective preparedness and recovery, the Prudence Foundation , the charitable arm of Pru Life UK, and CSR Asia held the second Disaster Preparedness Forum bringing together more than 150 participants from the business, government , humanitarian and development sectors from around the Asia-Pacific region.

Opened by Secretary Herminio " Sonny " B. Coloma , Jr., Head of the Presidential Communications Operations Office, discussions at the Forum focused on the role of the private sector in post -disaster recovery efforts.

An Exposure Paper titled " Effective and Sustainable Recovery -The Role of the Private Sector ", commissioned by the Prudence Foundation and prepared by CSR Asia, was launched at the Forum . The Exposure Paper will be enhanced to capture key insights from the Forum to show effective ways for the private sector to help prepare the region's disaster -prone economies better cope with the future disasters. The final White Paper is scheduled to be published in September 2014.

" There is a need and opportunity to look beyond the short term needs after a disaster and support mid to long term recovery efforts in cooperation with the humanitarian and government sectors , " said Don Konak , Chairman of Prudential Corporation Asia, and a trustee of the Prudence Foundation. He added: " The Forum creates an open dialogue between various sectors about the key issues around disaster preparedness and how they can be resolved more effectively . We hope it results in more businesses playing a part in recovery efforts".

In March 2014 , Prudence Foundation began a partnership with Habitat for Humanity Philippines ( Habitat) to build 135 disaster -resilient homes in Santa Fe, Bantayan Island, Cebu as well as support sustainable livelihood through a contribution of 183 motorized boats with fishnets and 140 pedicabs or cycle rickshaws. Mobilizing over 100 employees from 12 Asian countries and the United Kingdom , Prudence Foundation is the first organization to execute a post - Yolanda housebuilding project accross the Philippines with Habitat.

Pru Life UK President and CEO and Prudence Foundation trustee Antonio Manuel De Rosas said, " We believe that a progressing community supports a thriving business, and the private sector has an important function in supporting growth in the midst of interferences like Yolanda and other natural calamities . It is our responsibility to explore ways to contribute in cultivating preparedness and to respond to the challenges brought about the disasters for long -term development ".

Highlighting the need to incorporate disaster preparedness in recovery efforts, Richard Welford , Chairman of CSR Asia said" There is considerable synergy in ensuring that the most vulnerable groups are better equipped to cope with disasters and rebuild their lives in a way that provides new economic opportunities and reduces that vulnerability. The private sector can help by investing in the sustainable recovery and development of local communities. This hold the opportunity to create value for both vulnerable communities and businesses themselves".

Atty. Jellie Molino legal consultant for Taal Lake Aquaculture Alliance , summarizes  the aquaculture & fisheries technical group discussion held at the Japanese Restaurant of Dusit Thani Hotel . The proceedings as recorded, as to the Philippines should adopt the Marine Stewardship Council Asia Ltd, a certifying body for the for the blue logo quality standards of Aquaculture best practices procedures, end products, logistics and farm to market (plate ) procedures, farm sustainable management processes, had been accepted with a new dynamism. With a few apprehension as to its implication of  cost per harvest , averaging about 20, 000 US dollar  and 100,000 US dollar seems to much for the small scale farm operators.

Atty. Jellie Molino , expounded the idea of putting sustainable mechanism for the Taal environment, to lessen the impact of over fishing . Through the 'membership organization of the Taal Lake Aquaculture Alliance, adopting the code of conduct of the Global Aquaculture Alliance , they have been force to adopt a moratorium to lessen the fish cage operator with in the Taal Lake vicinity. From the current 14,000 cage operators , the moratorium manage to reduce the number of cage operator to 6,000 . To date to ensure the steady income mainstream of each member and the rest small operators who are not yet members , " we are in the processes of reinventing the wheel , we are venturing into aquaculture tourism , where in we are pleased to offers the pleasure of fish catching to the local and international tourist who have been enamored with the scenic beauty of the Taal lake", explained by  Atty. Jellie Molino.  By this simple initiative ' we are helping the sustainable quality of the water of the lake, the livelihood of everyone of us , large, medium and small scale fish cage operator", further explain by Atty. Jellie Molino.

Mr. Felix G. Ayson, SEAFIDEC   is in the formulation of fish meal using feeder base of soy bean who had been successfully tested in the north "dagupan " , a milkfish was able to gain weight for 8 kilograms with in three months . With the processes and new feeds based the harvesting season can be replicated with in three times in a year instead of single harvest eight months.


Mr. Ramon M. Macaraig , the new trends today is "Bio fluke ", where in the 100 percent feeds that inputed in the ponds 80 percent becomes a waste. To further improve the water quality of the ponds aside with "airator" applied , this "we can used the solid remnants of the feed , into a feeder for the sea urchin, or shrimps. Or by letting the green algae develops to its fullest by keeping the water a fertile ground for green algae to grow faster, necessary for the algae eating organism with the ponds like milk fish , oysters and prawns. This is poly cultures methods for which is the new normal in Thailand today. Thailand aquaculturist have been able to discover a top up level approach where in poly cultures of osyters,shrimps, milk fish can thrive using the re cycling methods of water , where temperatures , water salinity , clarity is measured through a computer wired based programmed. Mr. Ramon M. Macaraig is a VP for technical Services for Alsons Aquaculture Corp.

Alex Lin, Asia Pacific Regional Corporate Engagement Manager for Marine Stewardship Council Asia Ltd., emphasized emphasize the logic of the " blue logo " certification . The idea is for the products from Asia to have a degree of benchmarks of standards with the global dimension generally accepted under the European regulators and markets landscapes and so with the USA.

Ploughshares , Inc., Jake Piscano , specifically suggested to equate the standards benchmarking cost on a per kilo harvest , but firmly believed the idea  and intention is good, but the questions is can the small scale farming could afford it, his personal apprehension. He cited for the role of some government agencies to adopt the said benchmarking like the Department of Fisheries .


Henry Estipona of Barcelona Mangrove Research Farm and Resort, that the systems could be adopted by the Department of Bureau of Food and Drugs , as the state sole body of regulators regarding the human fit consumption , nutrients quality, patents, expirary dates, product traceability. The said regulators could adopt the certifying processes in a gradual manner of lets five years in a row , providing leeway for the small scale aquaculturist to adopt the standards and cost associated with it.


Stanton Emms, strategy consultants , managing partner " developing business and marketing strategies for Asia", said world sustainable fish farming is gaining its momentum. Fish productions harvest is increasing and so with the fish meal soy bean based products . " the most spread out aquaculture", like milkfish, "tilapia", and the new development of specific marine specie."

In the Philippines the geographic distribution in certain regions from Luzon, Vizayas to Mindanao and even tips of the Cagayan Valley. The major consideration in the aquaculture today is the fish harvest in equation to capital inputs, nutrition, limitation of protein.  " Therefore fish meal requirements from the soy bean based products as key ingredients , as key anchor references for aqua feed in the new norm for todays fish farming.

It has been two dacades past since 1980's poultry livestocks as the major source of protein , due to price level and more sustainable farming there is reverent due course in the aquaculture cages fish farming.
2/3 aquacultures , feeds "soy bean based products ", is a world wide phenomenon . The feeds main component which is main protein itself is a soybean. There has been a phenomenal acceptance with this idea all over the world." How can we come up with a protein substitute and protein inclusion? Five percent of the total world aquaculturist uses fish meal with a protein based soy bean. In case of the Philippines the idea of self sufficiency ,culturing the low tropic fishies , around that idea " soybean protein based feeds is the answer".

Farmers income , from Soy Bean Meal are now in  Chicago Mercantile Trade , participated in by 99.5 percent deal by market speculators. With this scenario, fishermen by defacto "the non food actors-performers ", become wealthy due to speculative financial spectrum . There have been some large efforts to further cascade the income gap between real farmers and the farmer by defacto .

But when it will be , the actualization of it ? when the real income of the real farming actors gain its full potential ? by using Soy bean feeds meal .

The Rugby Player is a sports advocates of Rugby, elevating the taste of Filipino sportsmanship at the same time promoting Philippines as a  tourism haven having been involved with the DOT Department of Tourism programmed through his own TV show shown at Channel 7. Showcasing the scenic countryside to the world, at the same time his personal emmerssion being a half Filipino- British ,who had live in England for his youth formative years . He had been schooled in Wells  " Bishop Vaughan Catholic School, and University of Essex majoring in Marine Biology.

Mr. Harry Morris and his team the volcanoe would be flying in Hongkong this coming August 23, 2014 to depend the Philippine Flag . And by September ,this Rugby Player will competing for the Asean Games in South Korea, showcasing the more physically demanding  sports of Rugby together with the rest of the team volcanoe. In the next six months , this matinee idol for Philippine sports is full schedule of sports engagemement like Japan, Taiwan and Singapore.

On the side of it, having been a believer of the potential of the Philippines Islands as the world reservoire of marine ecosystems like the " tubatahha reefs", which is recognized as the most diverse rich , endangered triangular coral system in the world is his next priority. Having academically trained for the topic and issue  is the next closes to his heart. He would have love sharing his depth knowledge about the issue given with time . Though its been part of his social personal advocacy side by side in promoting the Rugby sports in the whole nation, sometimes the issue is injected on his template of tv shows as much as possible. Like on " on my programm which is currently shown up in Channel 7 , I'll make sure of it that I feature beautiful sea shore lines of each town I've visited and featured in the show". This is a caravan of showing the beautiful , scenic countryside.

" About the issue of the Population " , and theme " investing in the youth of today", it is fitting therefore that young demographic today should be given priority . The quality of education being the next leader, the wholistic programmed that would enhance their intrinsic faculties social , emotional , mental, psychological, spiritual needs to be with in the grasp of hands . Augusto Hidalgo ,President and CEO of PhilNare  Philippine National Reinsurance Corporation of the Philippines delivered the company's annual report of the company in the recently concluded annual stockholders meeting held at Carlos P. Romulo Auditorium .

Citing the company's achievement for the year 2013, despite of the natural calamities that besiege the country the company managed to post a net income of 18 million leading for the the price of each share to .088 , this a 5 % increase of insurance premiums for 820 million for 2013 from 700 plus premiums of 2012.

Considering the country's insurance penetration in the country , the company had been robust and optimistic doing its job for public service. A considerable 1 % insurance penetration means a lot more business prospect for the whole industry not only for PhilNare. The level of insurance penetration can be derived by total premiums divided by gross domestic products.

From the formula given its the private insurance company's role to expanse its numerator . On the side of the PhilNare "we are on the process of rationalization". In the era of integrated , globalized economy each insurance company is challenged by the new re enacted  Insurance code law R.A No. 10607 thats was approved by the President of the Republic of the Philippine Ninoy C. Aquino III, strengthening the graduated minimum capital based of each insurance company for 1.3 Billion . This is to ensure that each insurance is capable to meet the demands of the upcoming Asean 2015 integration up to the year of 2022 where in a single market for 600 million insurable warm bodies population of the region is available.

The President and Ceo , Augusto Hidalgo admittedly he is on the process of the learning the entire organization being the new president of the company. " we are the process of formulating workable plan".This is to lead the company for a new dynamic and new territory where it can position to be the next leading reinsurer company in the Philippines.

Yes ,our regulators have done their part in strengthening the denominator side of the " law of insurance penetration , by competitively growth of 7.2 % its our own part to do the numerator side of the equation".Thus the president said " we make sure that insurance matter would be a major composite of the fabric interwoven economic life in the Philippines".

The 99% untap market is a huge potential for each player in the insurance industry. Compared to the neighboring asean country the Philippines is lagging behind in the insurance penetration . Its been said that for the good economy , the bench mark for a healthy economy to absorb any risk from business , to life a country should have at least 3 % insurance penetration of its whole gross domestic products. For the now the total insurance industry commands for only 1% percent of the total gross domestic products. " We do not want to position as the monopolistic systems by tapping all those 99 % ", but the president sounded enough that he has all the strategic plan positioning the company where it should be.


To date the life insurance industry were able to post 271 billion , equitable about 47% premium income, while the non life insurance industry managed to post 52.6 billion  ,equitable for about 4% premium income . A total increase in the property and life loss for which are insurable is 29% for 2013 due to the calamities of earth quake  in Bohol and Cebu and Haiyan cyclone in eastern Samar. The devastation damage of the this calamities should be part of the risk mitigation ,financial planning for business sustainable development core plan of the organization perhaps by the whole nation as well.

The president aware also about the newly implemented GAAS, Generally Accepted Accounting Standards about insolvency and allowable investments cap, mandated for each player in the insurance industry. Moreover the president is fully aware of the maximum bench mark for savings mobilization and risk absorption extent for each insurance company to handle on.

iPeople Inc., through its educational arm Mapua Institute of Technology is a grand slam winner, topping all the board examination for mechanical , civil, chemical is geared for attracting enrollees from 16000 ( Intramuros Campus 14, 200 and Makati Campus 2,000) capping at least 10 percent increase from the previous year enrollment.

The total cost of the building will be 206 million thus form part of the usual 100 million annual cyclical budget of the company, however for the year 2014 iPeople is aiming for a massive investment so it allocate  400 million for total capital expenditures.

The company on its efforts to be center of excellence and  innovation hub its students population , faculties are very active joining hackaton event. Just recently it won for the best apps programmed for centralized blood bank information system , that is accessible even by mobile text. The practicability of the project is giving ease to those who are in emergency  need of blood transfusion .

Its in the must list of the schools to be the voice of the industry (Technology and Innovations) , spearheading to have a new speed in internet connectivity in the country,by partnering to the practicing industry in the voice and nonvoice  Business Processes Outsourcing . With the flagship company aiming for a growth rate of 10 percent for the year 2014 , thus it has no plan to raise capital either by issuing stocks , debt or equity.

Its a combination of face to face teaching with a partial exposure on line. This is done with the combination of learning model canvass to supplements the class instructional  materials thru LMS "learning module supplements".

Pure online instructional materials or module could be adopted in pilot through graduate course , especially to our former alumni who are base now in abroad. This is to be implemented soon.
