PASTILLAS, the way I defined Pastilla's is any candy that is wrapped of something. Its the original "DULCE", fame for being sweet. Usually reserved as dessert for formal dining,,or for receiving guest in the sala as a subject for conversation. For children 'pastille' or 'dulce' could be eaten any time of the day. Its something that children could enjoy and brings nostalgic mementoes for adults . Perhaps in the nationwide scale  pastille's known for condiments but have a varied versions , interpretations, and name sake for each hometowns. But nationally it could be called pastilles, with the orientation that each ingredients must be made from the cows milk or carabao's milk, and muscovado sugar and wrapped meticulously by paper cut with thematic artful artistry. In Bicol region, particular in Tandon Barcelona Sorsogon ,we have our version of Pastilla's. And definitive meaning of Pastillas's thats of anything thai is " DULCE" ,wrapped in paper or 'papel de hapon'.

BALICUCHA- this very sweet , is made from the caramelised brown sugar ,wrapped in paper.Its shape is like the way you pinch "salt " , and twisted with a little ribbon ,an extra paper and cut trimmed with a sort of tentacles .The only authority person who can do , the authentic balicucha in our place is Nana Caring. Her only source of livelihood aside from being a devoted Catholic catechist for Grade One student in Tandon Elementary School.

MULIDO- made from sweet potatoes , mash from boiling , then sweetened by brown sugar with, added coconut milk and meat of young coconut. it is being cut into a diagonal (diamond like size). Only Nana Rita ,can make the real mulido in own home town. She accept orders for commission type. 

Dinulce na Pili- like mulido of Nana Rita, she is known for the perfect brittle Pili " Dulce". 

Pili is the Bicol own world class nuts. Tedious processes is methodically followed before the dulce can be served into a comfort food for what is today ,that is ready available in the counter of supermarket. Pili is a fruit of pili tree. To harvest pili from a pili tree is life threatening it self. From the harvest pili fruits, that the nut is derived by de shelling  the pili owned covered shelf. Though some preferred the shell to be gathered and made from ornamental designs craft , some preferred the fibrous covered layer of the pili fruits for another source of food (viand deep in any condiments like black soy source).The nut is the inner most layer of the pili fruits. It boiled to it to make a palatable taste combined with caramelised  sugar and provide its glued of velvety colour. From boiling it could attain its brittleness by deep frying from any vegetable oil ( even coconut oil).

PULVORON; made from the corn starch, milk and sugar . Corn starch is roasted until a yellowish brown , then mixes with milk powder and brown sugar. Using the stamp pad made for shaping the mixes powder ( starch , powder milk, sugar) , then pulvoron is good now for the sweet tooth like the children and adult alike. In hometown , except for homemade pulvoron, all can be sourced out in over the counter stores ,since no body is specialising , for making pulvoron either for a living , or for cooking habits. But together with niece Melany Fulleros now Perez, we experimented how to make Pulvoron during our teen age days, that we make it a habit when we crave of "pulvoron".

TAM-IS "Dulce"  BINAGOL - is a hard ball ,solid sugar shape from the shell of coconut. Its super hard, that you need not only a knife to castrate it for sharing. The most sharpest "bolo" for farming is the  best utensil  to cut it off, for a desired shape of sharing . Since Bicol region ,in particular Tandon , Barcelona Sorsogon, is not a sugar producing region. This stuff could only sourced by a special order in the neiboring super market of Gubat, known for importing the said sweet from the producing region of the Philippines like Tarlac or Bacolod ( as the very back ground of the beautiful cinematography of the now showing movie of  Enrique Gil and the Liza Soberano - " Every day I love you". In my home its a usual staple ,being refrigerated as a regular stuff, since it the most favourite dessert of my father.  

The Pastilla's , the " DULCE" in artfully wrapped, will be inherent to the Filipino culture. If APEC Asia Pacific Economic Cooperation Summit participants, were able to experience the " Pastillas- Filipino", immortalised  and magnified through a " Christmas Tree" as now majestically displayed in the famed Ayala Triangle Lobby, the Filipino's is aiming that the essence of APEC summit will bring success in the lives of the economic chain like of "Pastilla", the livestock farmers(dairy and milk) , sugar farmers, coconut farmers , corn farmers (corn starch), potato farmers, pili farmers. A real success of these industries could mean a real Christmas, not merely a day dreaming Christmas, the way Philippines of dreaming a " Winter".

I am lucky enough to be introduced by Philipe Turner , perhaps the oldest surviving shareholder of the Century Peak Metals Corporation Corp ., ( formerly Fil-Hispano Corporation), to Mr. Roman Felipe S. Reyes Chairman of the Reyes Tacandong & Co., today at Holiday Inn hotel Makati, for the CPMC annual stockholders meeting.

Indeed , the Fil-Hispano Corporation, which on itself keeps on constant evolution ,divested from an investment holdings company ,now  the pioneer of company which developed the BPO ( Business Processing Outsourcing ) call centers industry in the Philippines. Representing perhaps the Paxys ,the BPO divestment of the Fil-Hispano holdings, the primary reasons of the presence of Mr. Reyes being the retainer accounting/auditing firms of the said company " Paxys),himself the chairman of the Reyes Tacandong & Co., whist the Century Peak Metals Corporation is being audited by the KPMG ,R.G.Manabat & Co., being represented by the Dindo Marco M. Dioso ,Partner , for Audit Services.

Through Mr. Reyes , that I've personally known ( first hand information),about, 

the Philippine government, since the administration of former President Ferdinand Marcos, Mrs. Corazon C. Aquino, Mr. Fidel V. Ramos , have initiated their great efforts to revive the industry. Thus the National Steel Corporation was conceptualized then. 

However, its feels burdensome for the government . Until we found out a niche new industry a tune with the changes of time. Today the BPO industry contributing an almost USD 50 Billion in the national economy, and so with the OFW ( Overseas Foreign Workers) remittances . Engaging in the extraction of mineral such nickel ore, iron even mining industries make a second thought from the public policy regulators due its massive capital inlays needing to operate. Aside from its environmental repercussion as what the main topic in the current Paris Cop21 , Climate Change International Summit.

Mr. Roldan  M. Antonio , Chief Finance Officer of the Century Peak , Metals Holdings Corporation on his able power point presentation regarding the company's annual report to the shareholders as of record  to date December 15, 2015 , re echoed the chairman messages Mr., Wildredo D. Keng , " In 2014 , the Group produced and shipped over a million metric tons  of laterite ore and generated over a million pesos of gross revenues. It also reinvested mostly of its profits for the year on Transportation and Field Equipment where we acquired over P 400 million worth of Excavators ,  Mining Trucks , Graders and One more Landing Craft Tank (LCT) having the company to have a total of three. 

" In 2014 ,  a total of 1,048 ,964  WMT or 19 shipments were produced and /or shipped to our main market, China. Over 1 Billion pesos or US$ 23 million gross revenues" were generated from the said period.

Current pipeline inventory of raw land , potential for Mineral Production Sharing Agreements  ( MPSA), by Century Peak Corporation , ( CPC) , a wholly owned subsidiary of Century Peak Metals Holdings Corporation ( CPMHC) or the group ., 

MPSA 010-92-X: Located in Casiguran , northern most part of Dinagat Island and covering  1,198 hectares , this MPSA was acquired by virtue of a a deed assignment executed with Casiguran Mining Corporation on May 29, 2006 . It was approved by the Department of Environment and Natural Resources (DENR) on December 11, 2006 and will expires 25 years after the approval of the MPSA. In 2010 , Dr., Carlo A. Arcilla ,an accredited competent person as defined by the Philippine Mineral Reporting Code, released a Geological Resource Evaluation Report ( GRER) stating that the area covered by the MPSA has a combined indicated and measured resource of 9,897,000 dry metric tons ( DMT) with a grade of 1.02 % nickel ( at 0.8% nickel cut off).

MPSA 283-2009 -XIII-SMR Parcell II: Located in Esperanza , north of eastern part of Dinagat Island covering 463.93  hectares , this MPSA was acquired on June 19, 2009 and will expire on June 18, 2034 . A second GRER issued by Dr. Arcilla in 2010 estimated that this area has a combined indicated and measured resource of 9,067,000 DMT with a grade of 1.07 % nickel ( at 0.8 nickel cut-off). In March 2012 , the Mines and Geoscience Bureau MGB approved the Declaration of Mining Project Feasibility , hence paving the way for development.

Milestones for the company's growth:

Leyte Smelting Plant Project

Through its subsidiary Century Hua Guang Smelting Inc. CHGSI, the group had planned to build a smelting plant in Leyte Industrial Development Estate. The plants Environmental Compliance Certificate ECC was obtained on April 16, 2010. Initial civil works commenced thereafter. The group entered into a partnership with Sidewide Resources HK Limited , subsidiary of Chaoyang Saiwai Mining Co., Ltd., China . This company owns an iron powder processing plant , electric furnace smelting plant and trades mineral ore. They have offices in Beijing , Shanghai and Hongkong. 

Cebu Cement & Limestone Project

Through MPSA 046-96-VII and 045 -96-VII  expiring in 2021 , the group has 4,795 hectares in Pinamungahan , Cebu to mine limestone. An initial resource assessment conducted in 2012 on an 81d hectares area estimate an indicated limestone resource of 34,000,000 metric tons.

ZEUS HOLDINGS INC.  (ZHI) , calls for the special meeting  November 17, 2015 , amidst the 2015 APEC Asia Pacific Economic Cooperation today on its "parent company holdings " company building Lepanto Bldg., 21st floor , Roxas Blvd., Ayala avenue , Makati City , Philippines.

Senior Yap , the patriarch only grievances as he deeply- sigh ushering yours truly  from the beautiful  newly curated / designed pent house of Lepanto Bldg., with an over looking  "resto and cocktail bar" over looking the Ayala triangle  ,is this " its only up to ( MPSA)  Mineral Production Sharing Agreement", that the company could move on.

Until  now , i could not even believe this, or may be I am just misinterpreted on what I've heard from the patriarch.


Upon reviewing with the company profile , the company from its own website ( Lepanto -parent holding company) have its probation for environmental management as parts of its deliverate efforts, in practicing  corporate social responsibility . If the company is geared on to be in the realms of responsible mining, there is no  reasons for their MPSA-DENR ,to be  issued. This is for inclusive economy to sustain economic growth that the current regional economic power house like the APEC is advocating.

PASAY RECLAIMED AREA now a CITY ; TO BE DECLARED A SPECIAL ECONOMIC ZONE ,for the purpose of politically administering the said zone. Characterized for its proximity to main hub of Old Manila Capital ( Imperial Intramuros) and the new Makati Financial District and its innate mediterranean setting for a beach cove like topography, PASAY RECLAIMED CITY is fast becoming a world class "LAS VEGAS OF ASIA".
